ok, I was able to resolve this issue...
The issue was my fault and very stupid... I renamed my custom plugins folder and this was the issue. I am not sure why this did not work when I put the plugi ... |

Yes my file is called function.widget.php and placed in my custom plugins directory. ( I also tested this in the default plugins directory but after that had no difference I moved it back.)
