No, no custom error handlers whatsoever. Like I said, I only rely on my INI error_reporting value of 6135 (which has E_WARNING enabled). That value is the same on both servers.

Yes I restarted after disabling xdebug. And yes E_WARNING is enabled (E_ALL & ~E_NOTICE = 6135), since I do wanna see all other warnings, just not this one.

One would expect line 29 to override ...
