I needed to use month names native to my language so I changed html_select_world_date a bit to support it. I called it html_select_world_date and added paameter month_custom_names which should be array of 12 month names to be used instead of english names.

Code:

<?php
/**
 * Smarty plugin
 * @package Smarty
 * @subpackage plugins
 */

/**
 * Smarty {html_select_world_date} plugin
 *
 * Type:     function<br>
 * Name:     html_select_world_date<br>
 * Purpose:  Prints the dropdowns for date selection.
 *
 * ChangeLog:<br>
 *   - differentiates form html_select_date by new
 *     parameter month_custom_names which allow customizing month
 *     names. month_custom_names is array of 12 strings containing
 *     names for each month
 *
 * @author   Andrei Zmievski
 * @modified by  Predrag Supurovic
 * @param array
 * @param Smarty
 * @return string
 */

You only have to set the local LC_TIME to generate Output with the date functions in another language.
[php:1:6923a2c30d]
<?php
// Default
echo strftime('%A, %d. %B %Y', 1009926000);
// English-Output: Wednesday, 02. January 2002

Linux: setlocale(LC_TIME, 'de_DE');
*BSD: setlocale(LC_TIME, 'de_DE.ISO_8859-1');
Win: setlocale(LC_TIME, 'German_Germany');
echo strftime('%A, %d. %B %Y', 1009926000);
// German-Ouput: Mittwoch, 02. Januar 2002

Linux: setlocale(LC_TIME, 'de_AT');
*BSD: setlocale(LC_TIME, 'de_AT.ISO_8859-1');
Win: setlocale(LC_TIME, 'German_Austria');
echo strftime('%A, %d. %B %Y', 1009926000);
// Austrian-Output: Mittwoch, 02. Jänner 2002
?>
