I need help figuring out how to generate this using Smarty:

I could just make that by hand, but I want to use Smarty becuase the start and end times (6:00 am and 11:00 pm, respectively) can be different, and the interval may change as well.
The second thing I need help with is this:
We have computer labs and professors can request the usage of an entire lab for x amount of hours. Requests for usage of our computer labs are stored in the database. That's what the above table will be used for. Here is a sample of a record from the database:
Fields:
time_id,request_id,request_date,start_time,duration,preference,lab
Sample record:
7377, 1001722, 2003-06-23, 08:00:00, 1, 1, Lab-4
Notes: The start time is on a 24-hour clock, or military time, duration is hourly, but professors can also ask for half hours, ex. 4.5 hours.
My problem is, I can't figure out how to cycle thorugh and check if a given time is requested by a user.
For example, I'm currently at Sun, 11:00 am. Has anyone requested lab usage in this time slot?
