I think I found a bug?
When I turn on caching Smarty uses the cached file even if the query string changes. So if the first use is file.php?a=b then the next query will serve up the cached file even if the query changes to file.php?a=c.
Is there any solution other than turning caching off?

Smarty doesn't broker browser requests, so technically this is outside of its realm. None-the-less, Smarty anticipates this and provides facilities so that you can customize cache generations and even have multiple caches for the same template file. More information is available in the manual page, Multiple Caches Per Page.
