This is a technical question.

Smarty doesn't run in safe mode, but professionnals do need this.

So what kind of configuration on Apache httpd.conf, php.ini or else should we do ???

Moreover, what is the most secure CHMOD for templates files, template_c, configs, and any file or directory using Smarty.

Is it good to make so that APACHE is the OWNER of the files and directories, But then we need to chmod 5** or 7** instead of **5 and **7.

Smarty is really very good!!!

templates should be 644
templates_c should be 666 unless the apache process owns the files then it should be 664
configs shouls also be 644
and any file or directory using Smarty can be 644

Making the user who owns the apache process own the files is fine as long as no one finds a security hole in your code and is able to start overwritting files.
