Smarty

I am wanting to have news section on my site where I can log in or someone else can login and create a news block?

I'm not really sure how to go about doing this? I was reading here: http://www.phpfreaks.com/forums/index.php/topic,161388.0.html

but I'm not sure is this is what its going to take can I do it with just smarty or am I gonna have to make a script to handle this. I want to create small files with an incremental file name and read the directory they would be placed and display them from most recent to earlier dates? and store the others after say 5 entries had been made?

1 more silly question probably but what does "bump" mean in forums? I havent been around forums enough to know any of the jargon?
