You or I don't understand...
in 'admin' debug window is still opening, but in 'normal' page it doesn't.
If I don't understand, tell me it one more time using other words. Sorry, i'm foreigner

| I was wondering if you were closing the debug window between tests? Once you open the debug window for admin, a new one will NOT open for the normal site (it should reload the original debug window, though). |

I'm sure, I'm closing the debug window.
In html source of any 'admin' page is javascript code, which open a window. In 'user' there is no any additional code.
This is the sample:
user: http://213.77.153.134/~webcity/www/
admin: http://213.77.153.134/~webcity/www/subdomeny/admin/
There is one new weird thing. In popup in 'admin' there's no information about included templates, etc...
