How is correct added languages folder with Smarty templates?

I like to structure website with languages folders like en-GB...

How to do in correct way that it will be files sorted into such folder?

Should be all files for particular subjec like new, faq, articles within separate folders?

Is there some plug-in for multi language support with such way?

Need help. Thanks.
