Yes, keep the Smarty library files and license files in tact, unencrypted within your project. See the LGPL license agreement for details (ships with Smarty distro, the COPYING.lib file.) It is also appreciated if you mention Smarty (and all 3rd party apps for that matter) in your project somewhere, maybe on an about / credits area.
