The plugins "popup_init" and "popup" are not part of the Smarty3 distribution. You may need to copy these over from the plugins folder of Smarty2.

Has anyone a solution? I can still get into the admin page and make changes but the site doesn't come up.

Looks like that you got some shop software which had Smarty2 bundled. Look for a folder named 'plugins'. Otherwise you have to ask at the shop forum or the shop vendor.
