Smarty 2 you can use the {include_php ...} function.
Smarty 3 out of the box does not support such a thing, and that is not usually something wanted in a template (ie. defeats the purpose). However if you really want to, you can use the SmartyBC wrapper, then use the {include_php ...} function.
