Is there a better way to do this...
{assign var="nr" value=$where.0.place}
{$buildings[$nr]}
I would think of
{$buildings[$where.0.place]}
But that doesn't work.

no, there is no better way.
actually you want "{$buildings.$nr}" as the second statement. the []-syntax in only for sections ("[sectionname]") and for numerical indices ("[123]") |
