This {function} looks like Smarty becomes something like PHP inside PHP... Not just a template engine, but a complete language already. Don't know if that is good or... ?

Not quite. The template functions are useful for creating a small sequence of (presentation) logic that is repeated or recursively called, such as displaying a directory tree. You can't do this very elegantly with a smarty plugin, as presentation elements within the loop are no longer defined within the template without some more complicated fetching in the plugin.
