I've had one Smarty instance for a while that's worked just fine, and I recently tried to set up a second application exactly the same way on the same server, and it gives errors like these

Basically, in /var/www/apps I have a directory for a Smarty app "a" with a templates, etc etc directory, and an include directory, which contains a smarty_a.php file which at this point just has the standard Function Smarty_a extends Smarty setup and defines the directory locations.
I.E.
/var/www/apps/a/template
/var/www/apps/a/template_c
...
/var/www/apps/a/include/smarty_a.php
Then, in /var/www/html/a/index.php, I require /var/www/apps/a/include/smarty_a.php.
All this works just fine. For reference here, /var/www/html is the DocumentRoot of the web server.
Now, if I try to set up an app "b" EXACTLY (I think... I've compared permissions, ownerships, file contents, etc) the same way as this, I get the above error.
Additonal info. The smart distribution is installed to /var/www/apps/Smarty-2.6.0 and a symlink is created to link /var/www/apps/smarty to it. Then the path "/var/www/apps/smarty/libs" is added to php.ini's include_path |

Quick update: It apparently has SOMETHING to do with safe_mode, since turning it off makes the problem just "go away" |
