Help with installation version 3.0.8

I have downloaded and installed the latest version.

I'm testing it on my localhost so I saved the file at XAMPP/htdoc/smarty

If I run XAMPP/htdoc/smarty/index.php

Everything works fine and I see a sample test message.

The problem I have is that I want to start a new test sample following the guideline from the website here but I cant get it working.

Pls can you help with a clear explanation?


I get different errors all the time...
