Contents of resource1:template.tpl template:
{include 'resource2:template.tpl'}

Contents of resource2:template.tpl template:
some text

This sample generates error:
Fatal error: Allowed memory size of 134217728 bytes exhausted (tried to allocate 261904 bytes) in ..\smarty\sysplugins\smarty_internal_template.php on line 169

Evidently, Smarty does not recognize that these are two diferent templates from deferent resources.
