configuration file in chinese

hello, i try to use configuration file to switch language for my web, the idea is: i made two configuration files for the same page, one in english and one in chinese, the configuration file in english working well, but the chinese version had problem, the variables displayed as some strage characters when i save the configuration in ANSI, if i save it in Unicode or UTF-8, then i got some error message like "Fatal error: Uncaught --> Smarty Compiler: Syntax error in config file 'libs\configs\login_ch.conf' on line 1 '’žu <-- thrown in C:\Program Files\Apache Software Foundation\Apache2.2\htdocs\QKD\libs\sysplugins\smarty_internal_config_file_compiler.php on line 139 "
any suggestions? thank in advance!

found solution: use Notepad++, choose Encoding->Encode in UTF-8 without BOM, then it's working.
