Need a custom contact form. Can I use Smarty?

Hi,

I cannot code but I need a new contact form for my construction website http://contractorquotes.us/. As of now, I am just using copy and paste java. I started searching around because someone told me it had to be written with PHP. I am currently using wordpress as my CMS.

Is there perhaps someone here who could be helpful and could help me make a contact form that uses API? I will gladly pay for it.
