Finding the right setup for me (help?)

In my root directory, I would like all my regular files, regular files being at least the text, the information and data visitors see. Then I'd like something like a templates folder, with different template folders in them, like 'main', 'holiday', and so on, and a single file that all of my regular files of text would like to, and this one document would tell them which template is currently specified.
