Smary error after cpanel upgrade

We recently upgraded our cpanel installation, and now Smarty has stopped working!

Ive fixed a few things, but im stuck on these:

Warning: chmod(): Operation not permitted in /usr/local/lib/php/Smarty.class.php on line 1994

Warning: touch(): Utime failed: Operation not permitted in /usr/local/lib/php/Smarty.class.php on line 1518


Seems to be everytime it runs a template.

Any ideas?
