Smarty saves compiled templates as user apache. How can i control it so that it uses my login to save it. Sometimes it helps to be able to access the compiled template for trouble shooting, but in this case I am not able to access it.

It uses PHP's file operations which are executed by whatever user owns the apache process on your server its the user 'apache'.
