Why is SMARTY_RESOURCE_CHAR_SET UTF-8 ?

I just want to know why is this.

I've spend half a day trying to figure it out why a config var was not working as expected. it turns out that i was using the escape modifier, and by default Smarty is using SMARTY_RESOURCE_CHAR_SET as the char set that is set to UTF-8.
In smarty2 the escape modifier was using ISO-8859-1.

Of course i can pass as a parameter the char set or even redefine SMARTY_RESOURCE_CHAR_SET, but could this be made as default ?

Why should ISO-8859-1 be the default?

Really, UTF-8 is a webdev standard. Seems pritty normal to me Smarty3 has switched to it.

UTF-8 is the default now, we will make a note of this in the upgrade docs.
