what is solution of it .?
Please replay asap.

Solution is to fix your paths and permissions.
Never place libraries into a webroot.
More specifically, it looks like you are trying to pull from two Smarty versions at once.

By default Smarty will load debug.tpl from the same folder where Smarty.class.php is located.

You can override it by setting $smarty->debug_tpl = '/path_to/debug.tpl';
