Should this comment block syntax work or fail?

Good day,

I ran across some Smarty templates that were running (successfully) against 3.1-DEV, which I updated to the latest 3.1.29. There were blocks commented out like so:

Code:
{*}
...code, code, code...
{*}


In PHPStorm they showed up as commented out, but when it was executed, the blocks were not commented out. My question is whether this is a bug in Smarty or PHPStorm (or both?). It would seem logical that they ought to be {* ... *} but I want to make extra sure.
