What does the # symbol mean in a template?

I'm new to Smary. I have inherited a project that uses it. I have come across this code:

I know that the "{$url}" will output the $url variable. But what does the "{#appRoot#}" do? I'm not sure what the # symbol does in smarty.[/code]
