To me, SiteForm is the name of a custom built function which has been, or needs to have, the plugin inserted into the package of Smarty functions.
The accessreg would then be a parameter that the plugin function will use. At first guess, the reg part of the parameter's name might suggest a regular expression and that expression would be "any character, from zero to many repeating occurrences".
