weird strangeness with GoogleMapAPI

I have GoogleMap stuff on the front page of my demo testbed. I have both a secure and a nonsecure version of this site. (the same just one goes through SSL hoops).

The site is http://demo.wazzuplocal.com

I Seem to get this error if I call up the regular nonsecure page.
GoogleMapAPI:createMarkerIcon: Error reading image: http://demo.wazzuplocal.com/images/pins/pushpin_shadow.png

Sometimes it gets by the shadow image and chokes on some other one. I have a number of pushpin graphics that I load, but they all have the same shadow. And very rarely the page will load without an error.

However if you pull up the url for the image that it so kindly tells you is not working, the image appears to be fine and I have redownloaded it and reuploaded it several times.

Now, when you go to https://demo.wazzuplocal.com
it doesn't choke on that image and everything works all the times I've tried it.

I posted with this issue over a month ago. So far I've been just doing all my homepage testing over SSL, but I would like to fix it so the regular site works too. WHY is this happening. I don't have the luxury of running separate boxes for SSL and HTTP on my testbed. Both these virtual hosts point to exactly the same directory. What is going on here???

but I think I have a handle on this...
I have an apache module called mod_evasive configured. I don't remember seeing this problem happening before we installed it. It's designed to temporarily shut down people who are doing too many requests in a short period because most of them are slamming on the database server trying to DoS it. I checked server logs and I *am* getting the image with 200 status the first time I ask for it, but the third time I am getting a 403, which of course GoogleMapAPI doesn't like. There are a *LOT* of pushpins. My hunch is the additional overhead for SSL throttles the request rate just enough so it doesn't trigger this defence. The question is why am I requesting the same graphic multiple times on the page. Surely after the first time it should be cached. unless I in a moment of insanity, decided to nocache this page.
