Server Environment: Windows 2012 R2/IIS 7.0

Issue:

When I update a template file on my webserver, I'm getting a file write error to the Smarty templates_c directory.

Code:
Fatal error: Smarty error: unable to write to $compile_dir 'J:\johnstonresearch\WWW_Clients\_dev\animalbiome\smarty_working\user\templates_c'. Be sure $compile_dir is writable by the web server user. in J:\johnstonresearch\libraries\PHP\BGOSmarty\Smarty-2.6.10\libs\Smarty.class.php on line 1088


The web server user (under IIS->Website->Authentication->Anonymous Authentication) does have write access? Maybe Smarty is using a different user account? How do I find out what user is running Smarty?

Is there a way to specify what user Smarty is running as?

It mentioning the LOCAL SYSTEM USER under which the PHP is executed.
Not "web user".
